National Health Insurance Program

There are two types of health insurance. One is taken out at your place of work and the other type is a National Health Insurance which is available in the municipality in which you live. When the insured gets ill or suffers an injury, they will only have to pay 30 percent of the medical expenses. As a foreign national, you can get National Health Insurance if you have been foreign registered and think you will reside in Japan for at least one year and are not covered by social insurance at your place of employment.

Joining the National Health Insurance Program

Contact the National Health Insurance Division at Mishima City Hall

Necessary documents
A. Employed foreign residents should bring their Certificate of Alien Registration.
B. Students should bring their Certificate of Alien Registration and student identification.
C. Spouse of a Japanese national should bring his or her Certificate of Alien Registration and the National Health Insurance Certificate of his or her spouse if the spouse is so covered.

Insurance benefits

A. Insurance covers 70% of medical costs. You will be expected to pay 30%.
B. Benefit for cost of delivery and child care.
C. Death benefit for funeral costs
D. Coverage of the cost of expensive medical treatment over a certain amount (which differs depending on whether you pay tax or not).
  • Dental fees are covered, but not orthodontic work. In dental clinics, in cases such as fillings or caps, sometimes you cannot use insurance. Please consult the dentist beforehand.
  • As for traffic accidents, medical payments are generally paid by the guilty party.

Taxes

Insurance coverage means you must pay taxes. Prompt payment is important since the operation of the National Health Insurance System depends on the payment of these taxes.

Methods of payment
A. Payment at city hall and banking institution counters.
B. Automatic bank transfer from your bank account.

When you move

The insured should notify the city hall of any of the following changes. Do not forget to bring the National Health Insurance Certificate with you.
A. Change in the head of the household.
B. Change in address.
C. Moving into or out of the city, births, death,
(Make sure to return the National Health Insurance Certificate if you move out of the city, or you move from Japan or if you should become insured by another kind of insurance.)
D. Coverage by a social insurance policy at one's place of employment.
